Recent Study: Colombia Telecommunications Report Q1 2013

(PRBuzz.com) February 8, 2013 -- BMI View: Colombia's mobile market is a dynamic one, with new technologies - such as LTE trials in the 700MHz bandwidth and a 4G spectrum auction - poised to boost market growth further and drive the expansion of the mobile broadband sector. Concerns over competition remain, however, with some members of the government calling for Claro to be excluded from the forthcoming 4G spectrum auction (for fears that it already has a dominant position in the marketplace), and requesting that spectrum be reserved for new entrants to boost competition. BMI believes that, while with over 60% of the mobile subscriber market Claro is a dominant figure in the market, excluding the operator will actually impede market expansion. In broadband, new contracts announced will see Colombia's fibre-optic network extended, and the quarter also saw ETB announcing important investments in the TV sectors, following its acquisition of Ingelcom. ETB plans to launch an IPTV and a pay-TV service in 2013, which should help boost competition in the sector.

?? Mobile forecasts were upgraded slightly as operators posted another quarter of strong net additions, particularly from Movistar and Claro. We forecast 59.7mn connections by 2017. ?? Mobile internet continues to outpace growth in wireline broadband connections. Q212 saw subscriber numbers pass the 3mn mark, growing by 22.2% year-on-year (y-o-y). ?? Pay TV subscribers posted strong growth, climbing by 12.3% y-o-y to total 4.1mn subscribers in Q212. ETB's entry in this market, planned for 2013, will boost growth further.

Key Trends And Developments

In October 2012, Colombia will conduct LTE trials in the 700MHz band with the Asia Pacific Telecommunity band plan, according to the National Spectrum Agency (ANE). Huawei will conduct trials in Q412. ZTE and Ericsson will conduct trials in Q113.

The government decided to postpone the auction for 4G spectrum - it was originally scheduled for September 2012 but has now been pushed towards the end of the year or early 2013 - and both Colombian senators and mobile operators have called for Claro to be kept out of the auction, over fears it will dominate the market. BMI believes that restricting access of one of the country's telecoms investors would be a bad precedent to set for the development of the market.

Owners of prepaid mobile phones must register their details with their operator between mid-October 2012 and the end of March 2013. MinTIC was forced to extend this deadline - which was originally set for October 1, 2012, because operators feared subscribers had not been given enough time to register their phones. Once the registration period is over, unregistered phones will be blocked. The move aims to reduce the incidence of stolen handsets.

(PRBuzz.com) February 8, 2013 -- BMI View: While Estonia's Infrastructure sector is on a much slower growth path in the wake of Eurozone retrenchment there are nonetheless strong fundamentals for the sector. The construction industry value is expected to reach US$1.2bn for 2012 based on a year-on-year (y-o-y) growth rate of 0.67%. This growth will continue over the forecast period with industry value nearly doubling to US$2.2bn by 2021.

Key developments in 2012 included:

* Legislation passed on June 6, 2012 requiring the country's main natural gas company to unbundle transportation infrastructure, further affirms our view that tensions between the Baltic states and Russia will remain a key theme of this decade. While we do not expect this issue to exacerbate tensions between Estonia and Russia, we continue to expect relations between the two nations to remain strained over our forecast period. * The European Investment Bank (EIB) announced that it had agreed loans worth EUR95mn (US$124mn) with Estonian energy company Eesti Energy. These were to be used to finance the construction of a new power plant and two wind parks. A EUR50mn (US$65mn) loan will finance the construction of a plant at Iru, which will convert waste material into energy; the plant is located at the site of a former power plant, which will reduce construction costs. The energy produced will reduce Estonia's dependency upon imported gas, as well as its use of landfill sites. The EIB has also agreed a EUR45mn (US$59mn) loan to finance the creation of two new wind parks at Narva and Paldiski, which will produce 39MW and 22MW of power respectively, and help Estonia to meet its EU requirements on renewable energy production by the 2020 deadline. * Nordic Investment Bank announced that it will provide a EUR15mn (US$19.83mn) loan to Estonian power transmission operator Elering. The loan will enable Elering to construct a new 330kV transmission line between Tartu, Viljandi and Sindi, thereby connecting the south-east and south-west regions of the country. The line will improve the supply of electricity and allow the connection of proposed new wind parks to the grid. Construction of the line is scheduled for completion by 2014. * Estonia's government invested a 22% stake in the construction of a nuclear power plant in neighbouring Lithuania in partnership with Hitachi-GE Nuclear Energy. The plant is expected to be equipped with a 1,350MW advanced boiling water reactor and requires an estimated investment of EUR6.8bn (US$8.84bn). The project will be funded through the borrowing of nearly EUR4bn (US$5.2bn), while the remaining amount will be provided by Hitachi. The plant is scheduled to become operational between 2020 and 2022.

Growth in Estonia's construction industry is forecast to average 5.6% between 2015-2021, well below the 7.6% from 2001-2007. That said, we stress that the worst effects of the 2008-2010 recession are now passed and the economy is well positioned for sustainable long-term growth.

Moderation in external demand will see to it that net exports poses a drag on growth while the high degree of uncertainty surrounding the future trajectory of the eurozone crisis will feed through to lower consumer spending and weaker investment spending in 2013.

However, with the above in mind, we highlight that the sheer breadth of projects currently under consideration will require a huge investment drive, and will be almost wholly reliant on FDI. As such, although we believe that growth will pick up from 2013 and that ambitious plans to encourage investment pose an upside risk to our forecast, we note that the pace of development will be restrained by issues pertaining to financing.

Construction activity has suffered throughout 2012, in line with our expectations, and we expect the industry to face continued challenges in the months ahead. Q112 data revealed that the construction sector underwent a 9.4% year-on-year (y-o-y) contraction and overall we estimate that sector contracted by around 6.0% in 2012.

Key trends and developments in the sector:

? In November, the European Investment Bank (EIB) approved a EUR600mn loan for the Cairo Metro-Line 3 project and has released the first EUR200mn tranche. The loan is for the third phase of the Line 3 construction, extending the existing line by 17.7km, which will include 15 new stations. The first phase of the east-west metro line was inaugurated in February 2012, running 4.2km, from Attaba to Abbasia in eastern Cairo. The second phase is under construction and due to be completed by 2014, and the third phase is in the design stage. The loan is for an extension that will take the line under the Nile to the western sections of Cairo. ? In terms of aid, Egypt has been the beneficiary of a significant amount of Gulf Cooperation Council (GCC) funds since last year's revolution. Egypt has recently received more than US$5bn in loans and grants, including US$2bn from Qatar, and loans from Saudi Arabia and the Islamic Development Bank. Representing the widening fiscal deficit and the rising costs of servicing debt, Cairo has also recently requested for $4.8 billion in emergency funding from the International Monetary Fund (IMF), and officials in the US have noted that the Obama administration is close to providing US$1bn in debt relief - at the same time, 50 U.S. corporations visited Egypt to explore investment opportunities. ? It was announced in September that Qatar has agreed to pump a huge US$18bn worth of investment into the Sinai region of Egypt, supporting our view that the country's construction industry will pick up dramatically from 2013 onwards. The news came just days after the Egyptian government revealed that discussions had been held over a vast development plan for the region, and represents an increasing trend of Gulf - North African cooperation in the infrastructure space. Noting the risks, we highlight that forthcoming projects will likely be blighted by a dearth of financing options. ? The Egyptian Government has made an annual budgetary provision of US$850mn for new city infrastructure projects, it was reported in July. The US$850mn figure was disclosed by the Egyptian Finance Ministry and represents the budget for the New Urban Committees Authority (NUCA), whose agenda covers the establishment of new cities in the Egyptian periphery. It aims to direct the population away from the overpopulated capital, Cairo.

Peltz Plots Changes at Danone: Trian Fund Management, the vehicle of activist investor Nelson Peltz, has taken a 1% stake in French food group Danone. Reports suggest that Peltz is not looking for a wholesale shake-up of the firm and will instead put pressure on the firm to improve its margins and return cash to investors through share buy-backs. Danone's share price is still below its 2007 highs, and the firm's performance has been dampened by the weakness of the European market, where margins have come under pressure. Despite reports to the contrary, we see the possibility of Peltz pushing for more fundamental reforms, with the firm's low-margin bottled water business still, in our view, looking incongruous with the wider business.

Brand Builders Better Off Without Champagne?: Recent figures from the Federation des Exportateurs de Vins et Spiritueux de France point to a healthy rise in wine and spirit exports from France in the first half of 2012, with total sales up by 14% by value. At the same time, an executive at Pernod Ricard suggested that champagne producers must focus on markets outside of Europe to survive. Currently, growth in French alcohol exports is being driven by the success of premium red wine and cognac, and the champagne sector has not yet fully cemented itself as a drink of choice among the world's emerging middle classes. This has already prompted Remy Cointreau to exit the sector and could potentially push other major brand builders to focus their resources on the other parts of their business.

Key Risks To Outlook

Domestic Uncertainty: We see potential for a deeper-than-expected contraction in government consumption as revenues undershoot, forcing the government to push through deeper cuts in order to meet its fiscal targets.

(PRBuzz.com) February 8, 2013 -- The Greece Insurance Report considers the prospects for both life and non-life insurers in the country. For a long time, it had appeared that the non-life segment had enjoyed some protection from the bleak economic conditions. In essence, the non-discretionary element of motor-related lines, which dominate the non-life segment in Greece meant that gross written premiums fell by less than nominal GDP. The result had been a gradual increase in non-life penetration over time, even as successive Greek governments wrestled with the country's complex financial problems. Sadly, this trend is no longer in place. Figures published by the EAEE, the insurers' trade association, indicate that non-life premiums fell by 11.4% in H112. The fall is mostly due to a 22.8% contraction in CASCO premiums and a 13.8% drop in CMTPL premiums relative to H111. In essence, Greece's non-life insurers have, over the last few months, finally arrived at the point where they can no longer resist the brutal effects of the economic depression in the country.

Interestingly, Greece's life insurers appear to have fared much better in the recent past. The EAEE noted that life premiums were EUR2.8% lower in H112 than they were in H111. We think that two factors are at work. One is that the banks have continued to distribute life insurance products, presumably because they can make good money from doing so. There is no evidence that they have stopped distributing products in order to try to attract money that would otherwise have been spent on life insurance as deposits. This is what has happened in Portugal, for instance, with the result that there has been an extraordinarily brutal contraction in life premiums. The other factor is that there has been an extraordinary surge in unit-linked sales. It would appear that particular players have leveraged their distribution networks and brands to reach customers who are still keen to buy life insurance. If these products have been able to exploit the general improvement in investor risk sentiment from Q312, they should have delivered good results to the people that bought them earlier in the year.

A new wildcard has emerged in Q412. This is the movement by Greece's troubled banking sector towards a wholesale consolidation. October 2012, for instance, saw a takeover bid by National Bank of Greece for Eurobank. As of the time of writing, it is not clear whether this deal will go ahead or what will be the implications for the insurance companies that both parties own. A consolidation of the insurance sector would probably be good news, in that it would provide greater economies of scale and, for some players at least, more pricing power.

A review of interconnection charging between fixed-line carriers has been initiated by the Hong Kong's Communications Authority. The regulator is deciding whether to remove or maintain Statement No. 7 (Third Revision). This review process is conducted as fibre or next generation networks are not covered in the regulations. The Statement No.7 has already been revised several times to reflect developing market conditions. However, the role of Statement No. 7 will reduce and will become irrelevant with time as fixed carriers are progressively migrating to NGNs. Guidance on the charging principles for interconnection between the fixed carriers is provided by Statement No. 7.

The Communications Authority will permit China Mobile Hong Kong and SmarTone Mobile Communications to swap a portion of their wireless spectrum in the 1800MHz band. The two operators have submitted a joint request for the swap, as they have both been assigned 2x13.2MHz spectrum in the 1800MHz band. The swap will reduce interference with other networks.

Hong Kong retained its fourth position in BMI's Asia Pacific Telecoms Risk/Reward Ratings with a Telecoms Rating score of 67.1. As we have made adjustments to our methodology, this quarter's scores and rankings are not comparable with previous data. Hong Kong's economic activity rebounded in Q312, in line with the recovery we have seen across regional export-dependent economies such as Taiwan and South Korea. On a seasonally-adjusted annualised basis, real GDP growth reversed from a 0.4% contraction in Q212 to post a 2.4% expansion in Q312. A resurgence in trade activity towards the end of the third quarter, coupled with a surge in private sector investment spending were the main propellants behind the recent rebound. On the back of expectations of a near-term stabilisation in external demand conditions, led particularly by China, we could see further, albeit limited, upside in Hong Kong's economic momentum through the rest of 2012 and early 2013.

¦ While there were no new operator data for Q312 from Vodafone or T-Mobile, Telenor reported 2,000 net additions in Q312. This indicates a return to growth for the operator, however small, following two quarters of decline. ¦ The NMHH reported that there were 1.935mn fixed broadband connections at the end of August 2012. Of these, 299,000 were FTTx, 858,000 cable and 778,000 xDSL. ¦ There were 1.979mn PSDN telephone connections in Hungary at the end of August 2012. This was in addition to 407,000 VoIP connections and 557,000 VoCATV connections.

Key Trends And Developments

Hungarian incumbent Magyar Telekom announced it will cut 500 workers by YE12 as it looks to reduce costs. The operator stated it expects 2013 workforce costs to be 5.6% lower than 2011 levels (excluding severance costs). BMI believes the decision to cut costs reflects the weak outlook for Magyar's home market, where it has been squeezed by a combination of competition, regulatory measures and a weak macroeconomic outlook.

In September 2012, UPC Hungary, the leading cable operator in the country, launched a dedicated mobile broadband service. The operator is launching as an MVNO offering USB dongles under the brand UPC mobilinternet. BMI believes the launch is a positive move, diversifying the operator beyond wireline services into a potentially high-growth area, but more importantly hedging the competitive threat of incumbent Magyar Telekom.

Tesco Mobile Hungary will not change its prices until March 2013. This is despite the recent introduction of a controversial telecoms tax. The MVNO said it has 3G coverage of 90.1% of the Hungarian population. It said it has had a positive start in its first year of operation, though it declined to release subscriber numbers.

In August 2012 Hungary's National Media and Infocommunications Authority changed legislation to decrease the amount of time required for the mobile number portability (MNP) process. The regulator said from the end of September consumers will be able to move their mobile number to another provider within three days, compared to the eight days currently.

Embezzlement Happening In Your Company?

(PRBuzz.com) February 8, 2013 -- Depending on your cash receipt handling process, and of course your overall bookkeeping systems in place, your company may in fact be a victim of embezzlement and you have not discovered the problem yet according to security expert John M. White, CPP, CHPA of Protection Management, LLC.

White goes on to say that the crime of embezzlement can and does occur in all sizes of companies. "Unless you have a process in place to audit your records and accounts payable and receivable, it may be only a matter of time before your company falls victim to this crime," said White.

In many larger corporations there are often several layers of protection in place. However, in companies that started off small and have grown over the years, sometimes the weaknesses in their accounting systems can go unnoticed until it is too late. Case in point, a car dealership in California that is a family business has grown over the years but still has that small town family feeling within the workplace. The office manager, who handled the books for the dealership had been a long time employee and was treated like family, never liked to take vacations. White said it was later determined that the manager did not want to let anyone else handle the bookkeeping for fear that her crime would be uncovered, thus she was always at work. "In many cases when you find a person working in finance/accounting that never likes to be away from work or wants total control of the records, you might want to take a closer look. Many cases of embezzlement have this same issue, and in most cases it was not until an outside audit is conducted that the problem will surface," said White.

There are ways to reduce your risks of embezzlement according to White. It is recommended that businesses of all sizes conduct random audits, and the person(s) conducting the audits cannot be the same as the person managing the accounts. Other tips include having two signatures on company checks, not just imprints; Annual audits conducted by an outside firm; Background checks on staff handling the company books; and Separation of the Accounts Payable and Receivable functions. There are many more steps you can take to avoid a loss. White encourages management to trust their instincts, if you notice that a person in a position of responsibility over the company funds is living above their means, it is time to take a closer look.
